Informational Hearing - Studying the Feasibility of a Small Hauler Incentive Program
For the purpose of inviting representatives from the Department of Finance, Department of Public Works, and the Department of Health to discuss the feasibility of enacting a small hauler incentive program to better offset illegal dumping and litter in our communities.

Recitals
It is no secret that Baltimore has an illegal dumping and litter problem. Due to the transient nature of the issue, enforcement can be incredibly tricky. Thus, we as a City government must begin to think outside of the box on solutions, in addition to mere enforcement.
In the vein of previous enactments such as the Private Security Camera Rebate Program, one such solution could be the enactment of a small hauler incentive program that would incentivize small haulers to join in the effort to rid our communities of unsightly and unhealthy trash.
The broad contours of the program would be simple. If you are licensed as a small hauler and you live or your business is located within the City, you would be eligible for a payment of $75 per ton of waste that you dispose of at the City’s Quarantine Road facility. The hauler would be responsible for maintaining the proper documentation indicating the dates and tonnage of waste disposed at Quarantine Road facility.
