Baltimore City has aging electrical infrastructure, and repairs are necessary to maintain this equipment.  However, blackouts are dangerous and hazardous to vulnerable populations if not planned accordingly.

As BGE continues to perform scheduled maintenance on power lines in Baltimore, the City Council is interested in learning how City agencies can collaborate and support power outages, how communication on outages can be improved, and in understanding any guidelines or regulations already in place for the power outages.  Furthermore, the City Council is interested in learning of any state legislation necessary to ensure proper planning.

Now, therefore, be it resolved by the City Council of Baltimore, That the City Council invites representatives from BGE, the Department of Transportation, the Department of Housing and Community Development, Baltimore Police Department, the Mayor’s Deputy Chief of Staff for Public Safety, the Department of Public Works, the Baltimore City Fire Department, and the Mayor’s Office of Emergency Management to discuss protocols and best practices for planned power outages.

And be it further resolved, That a copy of this Resolution be sent to the Mayor, BGE’s CEO, the Director of the Department of Transportation, the Commissioner of the Department of Housing and Community Development, the Commissioner of the Baltimore Police Department, the Director of the Department of Public Works, the Chief of the Baltimore City Fire Department, and the Mayor’s Legislative Liaison to the City Council.
