Section 1.  Be it resolved by the Mayor and City Council of Baltimore, That the City Charter is proposed to be amended to read as follows:

 

                     Baltimore City Charter

 

                     Article VII.  Executive Departments

 

§ 2.  General provisions: Powers and duties; Contracts.

 

(a)  Powers and duties prescribed by ordinance.

 

[Consistent with the Charter, and subject to the supervision of a superior municipal officer or agency, a department, officer, commission, board or other municipal agency provided for in the Charter shall perform additional duties and possess additional powers, as may be prescribed by ordinance.]

 

Except as expressly prohibited by this Charter, a department, officer, board, commission, council, authority, committee, municipal office, mayoral office, or other unit of City government, whether established by this Charter, by ordinance, by executive order, or otherwise, shall perform additional duties and possess additional powers as required by ordinance.

 

 

Section 2.  And be it further resolved, That this proposed amendment to the City Charter be submitted to the legal and qualified voters of Baltimore City, for adoption or rejection, in accordance with Article XI-A, § 5 of the Maryland Constitution, in the form specified by the City Solicitor.
