Informational Hearing - Illegal Dumping

For the purpose of inviting the Acting Director of the Department of Public Works and the Acting Commissioner of the Department of Housing and Community Development, as well as representatives from the Law Department, the Health Department, and the Baltimore Police Department to explain how their agencies assist in solving the problem of illegal dumping in the City.

                     Recitals

 

Whereas, The City Council would like to better understand what limitations and challenges hamper the Department of Public Works’ (“DPW”) and the Department of Housing and Community Development’s (“DHCD”) response to illegal dumping;

 

Whereas, The City Council would like to know what additional functions and particular staff DPW and DHCD need to increase their efficiency in responding to illegal dumping;

 

Whereas, The City Council would like to better understand the role technology currently plays in responding to illegal dumping and what opportunities there are to pursue newer, more capable technology;

 

Whereas, The City Council would like to understand how DPW and DHCD use data analysis to find areas that are the frequent targets of illegal dumping;

 

Whereas, The City Council would like to better understand the importance of a renewed educational campaign and communication strategy regarding littering and illegal dumping, and the role of each agency in promoting this campaign;

 

Whereas, The City Council would like the know what avenues are worth exploring to increase cooperation between DPW and DHCD and any other agencies that are involved in solving the problem of illegal dumping, such as the Law Department and the Health Department;

 

Whereas, The City Council would like to hear an overview of the City and State laws that address illegal dumping; and

 

 

 

Whereas, The City Council would like the Baltimore Police Department to explain the impact of illegal dumping on public safety and criminal activity                      

 

Now, therefore, be it resolved by the City Council of Baltimore, That the City Council invites the Acting Director of the Department of Public Works and the Acting Commissioner of the Department of Housing and Community Development, as well as representatives from the Law Department, the Health Department, and the Baltimore Police Department to explain how their agencies assist in solving the problem of illegal dumping in the City.                      

 

And be it further resolved, That a copy of this Resolution be sent to the Mayor, the Acting Director of the Department of Public Works, the Acting Commissioner of the Department of Housing and Community Development, the City Solicitor, the Health Commissioner, the Police Commissioner, and the Mayor’s Legislative Liaison to the City Council.
