body

Ms. Coates began working for the Office of Council Services in 1992 and served as a legislative policy analyst until 2001, when she became the Director of Council services, advising the City Council on legislative and fiscal matters ranging from the budget to agency operations and performance until 2008.  After a period of service with the Department of Treasury, Ms. Coates returned to Council Services in 2014 as a senior legislative policy analyst, where she has served to this day.

During her time as a senior legislative policy analyst, Ms. Coates has staffed the Economic and Community Development Committee, where she has been pivotal in assisting the Committee Chair, Vice President Middleton, with day-to-day operations and ensuring the City’s business continues efficiently and uninterrupted, especially during the challenges posed by the COVID-19 pandemic.

Ms. Coates has proved herself to be an invaluable member of the Office of Council Services and regularly shares her wealth of institutional knowledge to advise and guide everyone from members of the Committee, to Council Services staff, to the Department of Legislative Reference.

It will be difficult to replace her collegial spirit, organizational mastery, and wealth of knowledge; however, the City Council, on behalf of the citizens of Baltimore, sincerely congratulates Ms. Coates on her well-deserved retirement, extends its best wishes for the future, and thanks her for her years of dedicated service.

Now, therefore, be it resolved by the City Council of Baltimore, That the Council recognizes Jennifer Coates for her distinguished service to the City of Baltimore and expresses its gratitude for her significant contribution to the Office of Council Services.

And be it further resolved, That a copy of this Resolution be sent to Ms. Coates, the Mayor, and the Mayor’s Legislative Liaison to the City Council.
