Study and Report - Baltimore City Climate Resilience Authority
For the purpose of requiring the Director of Finance, the City Solicitor, the Director of Transportation, the Director of Public Works, the Director of Planning, and the Director of Sustainability to submit a report detailing how Baltimore City may establish a local climate resilience authority originally authorized by Chapter 236 of the Acts of 2020, now codified as Title 22 {“Resilience Infrastructure”} of the State Local Government Article.

Section 1. Be it ordained by the Mayor and City Council of Baltimore, That:
(a) No later than 180 days after enactment of this Ordinance, the Director of Finance, the City Solicitor, the Director of Transportation, the Director of Public Works, the Director of Planning, and the Director of Sustainability shall submit a report detailing how Baltimore City may establish a local climate resilience authority originally authorized by Chapter 236 of the Acts of 2020, now codified as Title 22 {“Resilience Infrastructure”} of the State Local Government Article
(b) Prior to the report’s final submission to the City Council a public notice shall be published containing the report and seeking public comment for at least 30 days.
(c) The report shall include:
(i) A review of climate resilience authorities, including a review of:
(1) State enabling legislation;
(2) relevant Baltimore City law; and
(3) existing local climate resilience authorities in Maryland;
(ii) Considerations regarding the structure of a climate resilience authority for Baltimore City, including:
(1) potential avenues for partnership with:
(i) external organizations; and
(ii) other local jurisdictions; and
(2) a structural review of existing and prospective local climate resilience authorities throughout the State;
(iii) An in depth discussion of potential revenue sources for funding a Baltimore City climate resilience authority; and
(iv) Potential climate mitigation strategies specific to a Baltimore City climate resilience authority, including processes for:
(1) continually assessing the vulnerability of local infrastructure and environment to the impacts of climate change;
(2) determining initiatives that protect the City’s local infrastructure and environment;
(3) the selection of projects to mitigate the effects of climate change; and
(4) the design and implementation of selected projects by a local climate resilience authority.
(d) The City Council shall call a hearing where the Director of Finance, the City Solicitor, the Director of Transportation, the Director of Public Works, the Director of Planning, and the Director of Sustainability shall present the findings and the recommendations of the report.
Section 2. And be it further ordained, That this Ordinance takes effect on the day it is enacted.
