Investigational Hearing - Missing Persons - Policies and Procedures
For the purpose of inviting representatives from the Baltimore City Police Department, the Office of the State’s Attorney for Baltimore City, including the Juvenile Division, the Maryland Department of Juvenile Services, the Maryland Department of Human Services, including Child Protective Services, and representatives from relevant community organizations to brief the City Council regarding policies and procedures pertaining to incidents of missing persons; and requesting data concerning such incidents as well as data regarding staffing and turnover, including Baltimore City Police Department Missing Persons Unit data and district-specific data, for the last 5 years.

Recitals
Whereas, incidents of missing persons, including youth and adults, are a national issue affecting thousands of families annually;
Whereas, comprehensive policies and procedures pertaining to incidents of missing persons are critical to case resolution;
Whereas, the Baltimore City Council recognizes that incidents of missing persons in Baltimore City are an important issue and would like to better understand current policies and procedures pertaining to such incidents as well as review relevant available data.
Now, therefore, be it resolved by the City Council of Baltimore, that the City Council invites representatives from the Baltimore City Police Department, the Office of the State’s Attorney for Baltimore City, including the Juvenile Division, the Maryland Department of Juvenile Services, the Maryland Department of Human Services, including Child Protective Services, and representatives from relevant community organizations to inform the City Council on policies and procedures pertaining to incidents of missing persons, and requests data concerning such incidents as well as data regarding staffing and turnover, including Baltimore City Police Department Missing Persons Unit data and district-specific data, for the last 5 years.
And be it further resolved, That a copy of this Resolution be sent to the Baltimore City Police Commissioner, the Office of the State’s Attorney for Baltimore City, the Maryland Department of Juvenile Services, the Maryland Department of Human Services, representatives from relevant community organizations, and the Mayor’s Legislative Liaison to the City Council.
