For the purpose of approving the application of the Baltimore Ravens Limited Partnership to designate an Area of Special Signage Control known as the Stadium Area District; and providing for a special effective date.

Section 1. Be it Ordained by the Mayor and City Council of Baltimore, That the following area described shall be applied as the boundaries of the Stadium Area District.
Beginning at the point of the intersection of the center lines of Russell Street Service Road and W. Ostend Street, then west on W. Ostend Street to the intersection with Ridgely Street, then north along the center lines of Ridgely Street to the point of the southwestern corner of 616 W. West Street, then continue northernly ~173 feet on the western property line of said property, then ~105 feet easterly on the northern property line of said property, then ~173 feet southernly on the eastern property line of said property, extending on the same line ~35 feet to the centerline of W. West Street, then east along the center line of W. West Street to the point of Russell Street Service Road intersection, then south along the center line of Russell Street Service Road intersection to the point of W. Ostend Street intersection.
Section 2. And be it further ordained, That in accordance with Baltimore City Zoning Code § 17-503(c), it has been found that the designation of the Stadium Area District as an Area of Special Signage Control: (i) would not increase the likelihood of traffic congestion or distraction; (ii) would not add to the visual clutter in the area; and (iii) would not be incongruous with the existing or contemplated design of the area.
Section 3. And be it further ordained, in accordance with Baltimore City Zoning Code § 17-503(b)(1), the area known as the “Stadium Area District”, containing that real property as described in this Ordinance and as outlined in red on the accompanying map attached to this Ordinance, is designated an Area of Special Signage Control.
Section 4. And be it further ordained, That, in accordance with Baltimore City Zoning Code §§ 17-504 and 17-505, before any sign may be erected in the Stadium Area District Area of Special Signage Control the Applicant shall submit to the Planning Commission a Signage Plan for the Planning Commission’s review and approval.
Section 5. And be it further ordained, That this Ordinance takes effect on the date it is enacted.
