Section 1. Be it ordained by the Mayor and City Council of Baltimore, That the Laws of Baltimore City read as follows:

Subtitle 10. Residential Permit Parking Program
Part III. Area Participation
§ 10-11. Participating areas.
(a) In general.
Except as otherwise provided in this section, participation in the Program is available to the following areas:
(1) the “Pimlico Race Track Area”, as described in § 10-33 of this subtitle;
(2) the “Little Italy Area”, as described in § 10-34 of this subtitle;
(3) the “Fells Point Area”, as described in § 10-35 of this subtitle;
(4) the “Cross Street Area”, as described in § 10-36 of this subtitle;
(5) the “Camden Yards Stadium Complex Area”, as described in § 10-37 of this subtitle;
(6) the “Guilford Area”, as described in § 10-38 of this subtitle; [and]
(7) the “Coldstream-Homestead-Montebello Area”, as described in § 10-39 of this subtitle; and
(8) [(7)] all other residential areas of the City that qualify under this subtitle.
Part VI. Statutory Areas
§ 10-39. Coldstream-Homestead-Montebello Area.
(a) Area delineated.
(1) In general.
The Coldstream-Homestead-Montebello Area is the area bounded by the outer limits of the 2500 to 2600 blocks of Harford Road, the 1500 to 1700 blocks of Abbotston Street, the 1400 block of Homewood Avenue, and Exeter Hall Avenue
(2) Participating block faces.
The Coldstream-Homestead-Montebello Area consists of:
(i) the 2500 block of Kirk Avenue, odd side only;
(ii) the 2600 block of Kirk Avenue, both sides;
(iii) the 2500 block of Cecil Avenue, both sides;
(iv) the 2600 block of Cecil Avenue, both sides;
(v) the 2500 block of Garrett Avenue, both sides;
(vi) the 2600 block of Garrett Avenue, both sides;
(vii) the 2500 block of Robb Street, both sides;
(viii) the 2600 block of Robb Street, both sides;
(ix) the 2500 block of Aisquith Street, both sides;
(x) the 2600 block of Aisquith Street, both sides;
(xi) the 1300 block Gorsuch Avenue , odd side only; and
(xii) the 1400 block Gorsuch Avenue, both sides.
(b) Parking restrictions.
(1) In general.
Except as otherwise provided in paragraph (2) of this subsection, parking for non-permit holders in Area 50 is limited to 2 hours in any 1 or more parking spots Monday through Friday, from 7:00 a.m. to 7:00 p.m.
(2) Additional restriction.
In addition to the restrictions under paragraph (1) of this subsection, for the 1300-1400 blocks of Gorsuch avenue, parking for non-permit holders is prohibited Saturday and Sunday.
(c) Permit limits.
Each dwelling unit within Area 50 is eligible for:
(1) up to 4 resident permits; and
(2) up to 2 visitor permits.
(d) Signage.
Residential parking permit restricting signage will be placed along all properties that are permit-eligible, with the exclusion of schools, churches, and businesses.
Section 2. And be it further ordained, That this Ordinance takes effect on the 30th day after the date it is enacted.
