Urgent Request for Assistance - Baltimore City Police Staffing Shortage

FOR the purpose of requesting the Director of the Governor's Office of Crime Control & Prevention to provide Baltimore City with a grant to aid in the development of a campaign to recruit persons to fill the 140 vacancies on the Baltimore City Police Force to enable the City to curtail the rise in violent crime; and respectfully urging the Governor to lend his support to this request for emergency assistance.

In a concerted effort to stem the rise in incidents of violent crime in the City, a Baltimore City Council Resolution requesting the Mayor to provide emergency funding to assist in the development of a campaign to recruit persons to serve as sworn police officers, bringing the force to its optimal force of 3,118, presented a plan that included:

· The production of public service announcements aimed at recruiting new officers to air by August 1, 2007.

· The development of recruitment banners to display at Baltimore City Police Headquarters, as well as at facilities in each of the 9 Police Districts.

· The creation of recruitment materials targeted at recent Baltimore City high school graduates, current Baltimore City Community College students, and other eligible City residents.
