A COUNCIL RESOLUTION concerning

Approving the Submission of an Application to the State of Maryland for the Renewal of Baltimore City's Modified Consolidated Enterprise Zone and its Focus Areas
 
FOR the purpose of approving the submission of an application to the State of Maryland to renew Baltimore City's modified Consolidated Enterprise Zone and its Focus Areas.

  WHEREAS, The General Assembly of the State of Maryland established an Enterprise Zone Program to focus State and local resources on the encouragement of economic growth in economically distressed areas and employment opportunities for the unemployed; and
 
  WHEREAS, It is now time for renewal of Baltimore City's Consolidated Enterprise Zone, and the State has requested, for renewal purposes, that the overall size of the zone be reduced to minimize the residential areas currently included, yet capture as much commercially zoned properties throughout the entire city; and
 
  WHEREAS, The City of Baltimore and representatives of the Baltimore Development Corporation (BDC) have been working towards this end; and
 
  WHEREAS, The City of Baltimore, through the Baltimore Development Corporation (BDC),  used data from the 2006-2010 Community Survey from the U.S. Census to determine the census tracts that met the eligibility criteria for the Enterprise Zone and Focus Areas; and
 
  WHEREAS, The City Council recognizes that there is a significant need to stimulate the creation of jobs by including the Saint Agnes area, the Gwynns Falls area, the Franklintown Road area, commercial businesses on North Avenue west of Coppin State University, downtown businesses between Lombard and Pratt Streets, the Focus Area around Old Town, the Reisterstown Station area, and the Belair-Edison area in Baltimore City's Consolidated Enterprise Zone; and
 
  WHEREAS, The City Council recognizes that the Enterprise Zone no longer needs to include residential areas with no commercial zoning, parks, and environmentally protected/wooded areas, in Baltimore City's Consolidated Enterprise Zone; and
 
 
  WHEREAS, The City of Baltimore, through the Baltimore Development Corporation (BDC), has prepared an application for the renewal of the modified Baltimore City's Enterprise Zone to reflect the inclusion of certain aforementioned areas and the removal of certain aforementioned areas; and
 
  WHEREAS, The regulations of the Enterprise Zone Program require the written expression of the sentiment of the Baltimore City Council.
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the City Council of Baltimore:
 
1.      Hereby endorses this April 2012 application of the City for the renewal of the modified Consolidated Enterprise Zone and Focus Areas.
 
2.      Resolves that copies of this Resolution be sent to the Secretary of the Department of Business and Economic Development, State of Maryland, Honorable Mayor of the City of Baltimore, and President of the Baltimore Development Corporation (BDC).
