FOR the purpose of providing a Supplementary State Fund Capital Appropriation in the amount of $250,000 to the Department of Housing and Community Development (Account #9910-905962-9587), to provide funding for Northwest Neighborhood Improvements for activities that include but are not limited to acquisition, relocation, and demolition within the area; and providing for a special effective date.

Recitals

The revenue appropriated by this Ordinance represents funds from surplus State Education Trust Fund-Video Lottery Terminal Revenue from Fiscal Year 2013 in excess of the revenue relied on by the Board of Estimates in determining the tax levy required to balance the budget for Fiscal Year 2014.

This additional revenue could not have been reasonably anticipated when the Ordinance of Estimates for Fiscal Year 2014 was formulated.

This appropriation is made necessary by a material change in circumstances since the Ordinance of Estimates for Fiscal Year 2014 was formulated or is for a new program that could not have been reasonably anticipated when that Ordinance of Estimates was formulated.
