  SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

      Subtitle 8.  Special Funds

§ 8-2.  SPECIAL FUND FOR PRESERVING THE CITY'S NATURAL ENVIRONMENT.
 
  (A)  FUND ESTABLISHED.
 
THERE IS A SPECIAL FUND FOR PRESERVING THE CITY'S NATURAL ENVIRONMENT .
 
  (B)  NATURE OF FUND.
 
THE SPECIAL FUND IS A CONTINUING, NONLAPSING FUND ESTABLISHED UNDER THE AUTHORITY OF CITY CHARTER ARTICLE I, § 11 ("SUSTAINABILITY AND RELATED FUNDS").
 
   (C)  PURPOSE OF FUND.
 
THE PURPOSE OF THE SPECIAL FUND IS TO PROVIDE INCREASED SUPPORT FOR CLEANING AND PRESERVING THE CITY'S NATURAL ENVIRONMENT, INCLUDING THE ESTABLISHMENT, MAINTENANCE AND RESTORATION OF PARKS AND OTHER OPEN SPACES, STREAMS, AND THE HARBOR.
 
  (D)  CONTENTS OF FUND.
 
     THE SPECIAL FUND CONSISTS OF:
 
(1)      PROCEEDS FROM FINES, FEES, TAXES, SURCHARGES, AND OTHER REVENUES THAT HAVE BEEN DEDICATED TO THE SPECIAL FUND BY ORDINANCE;
 
(2)      CONTRIBUTIONS, GRANTS, OR GIFTS RECEIVED FROM ANY PUBLIC OR PRIVATE SOURCE FOR THE SPECIFIC BENEFIT OF THE SPECIAL FUND; AND
 
(3)      MONEY OTHERWISE APPROPRIATED TO THE SPECIAL FUND BY THE ANNUAL ORDINANCE OF ESTIMATES OR BY A SUPPLEMENTARY APPROPRIATION
 
  (E)  USES OF FUND.
 
THE SPECIAL FUND MAY BE USED ONLY FOR THE PURPOSES SPECIFIED IN SUBSECTION (C) OF THIS SECTION.
 
  (F)  ADMINISTRATION OF FUND.
 
THE DEPARTMENT OF RECREATION AND PARKS SHALL:
 
(1)      ADMINISTER THE SPECIAL FUND; AND
 
(2)      DETERMINE THE ACTIVITIES AND PRIORITIES FOR WHICH SPECIAL FUND MONEY IS BEST USED TO PROMOTE ITS PURPOSES.
 
  SECTION 2.  AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
 
  SECTION 3.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
