Approving the Submission of an Application to the State of Maryland for the Creation of a New Industrial Focus Area in East Baltimore

FOR the purpose of approving the submission of an application to the State of Maryland to create a new Industrial Focus Area in East Baltimore.

WHEREAS, The General Assembly of the State of Maryland established an Enterprise Zone Focus Area Program to focus State and local resources on the encouragement of economic growth in economically distressed areas and employment opportunities for the unemployed; and

WHEREAS, The City Council recognizes that there is a significant need to stimulate the creation of jobs by establishing a Focus Area in the industrially zoned area of East Baltimore, and, that by doing so, opportunities will increase for revitalization, rehabilitation, and job creation (See the attached Exhibit, “Proposed East Baltimore Industrial Focus Area”, for a map of the area affected by the approval of this Resolution); and

WHEREAS, The Focus Area will adhere to the provisions of the Maryland Annotated Code, Article 83A, § 5-402, whereby it will terminate after 5 years and revert back to Enterprise Zone status; and

WHEREAS, The City of Baltimore, through the Baltimore Development Corporation (BDC), has prepared an application for the creation of the Focus Area to include the industrially zoned area of East B...
