Informational Hearing - Costs Incurred and Potential Costs to be Incurred by the City that Result from the Recent Unrest and Civil Emergency
FOR the purpose of requesting the Police Department, the Fire Department, and the Department of Finance to report to the City Council about the overtime costs incurred by the Police Department and other City agencies; the potential, future workmen's compensation costs for claims, by members of the Police Department and other City agencies, that may arise from injuries sustained during the recent period of unrest and civil emergency; the reimbursement costs to other jurisdictions for the services of their law enforcement personnel; how all these costs will be paid; and the impact of these costs on the City's budget.

  The recent unrest and civil emergency in Baltimore required many members of the Police Department and other City agencies to put in extra hours of duty, which will result in overtime pay by the City.  If there were injuries sustained in the course of duty, claims may arise for workmen�s compensation, which has the potential to cost the City a lot of money.  When the Fiscal Year 2015 Ordinance of Estimates was formulated, no one could anticipate the events that recently occurred, and thus no funds were set aside for them.
 
  Another potential cost to the City is for the services of those law enforcement officers from other jurisdictions that were lent to the City to help during the civil emergency.  Some jurisdictions have agreements with the City, but others do not.  Some jurisdictions will need to be reimbursed for their services.  What will be the actual cost that the City will have to pay?  From where will this money come?
 
  The City Council is now beginning its annual process of examining the budget for the next fiscal year.  We are aware that funds are tight, as they have been for the past several years.  How will having to pay for the costs arising out of the unrest and the civil emergency affect the FY 2015 and 2016 budgets?  Will this affect the City�s ability to fund employment programs, including those for youth; education; recreational opportunities for our citizens; and the necessary infrastructure projects, among other things, which are all important priorities for our communities?
 
  The City Council requests some answers.
 
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body requests the Police Department, the Fire Department, and the Department of Finance to report to the City Council about the overtime costs incurred by the Police Department and other City agencies; the potential future workmen�s compensation costs for claims, by members of the Police Department and other City agencies, that may arise from injuries sustained during the recent period of unrest and civil emergency; the reimbursement costs to other jurisdictions for the services of their law enforcement personnel; how all these costs will be paid; and the impact of these costs on the City�s budget.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Police Commissioner, the Fire Chief, the Director of Finance, and the Mayor�s Legislative Liaison to the City Council.
