Baltimore City Police Academy at Coppin State University
FOR the purpose of requesting that the Baltimore City Police Department do a thorough evaluation of the cost and resource benefits of conducting all or parts of Police Academy training and Police Officer enhanced training at Coppin State University's Bishop L. Robinson Sr. Justice Institute to take advantage of Coppin State University's expertise and state of the art facilities, and calling on representatives from the Police Department and Coppin State University to appear before the Council to discuss a mutually beneficial partnership for police training.

Recitals
City government must always be on the lookout for opportunities to improve services for our citizens and empower employees to better serve our community. Training and education for public servants can be an important and efficient way to meet these goals, as can partnerships with the many world-class institutions that call Baltimore home.
A recent proposal to partner with Coppin State University�s Bishop L. Robinson Sr. Justice Institute for police training could represent just such a golden opportunity to leverage resources already existing in Baltimore to give more training and tools to some of Baltimore�s most critical public servants, provide direct linkage to community policing opportunities, and provide the opportunity for BPD officers to obtain bachelor and master degrees while partaking in required trainings.
Partnering with Coppin State University (CSU) for the police academy would allow BCPD trainees to enroll as full-time certificate seeking CSU students during their training period. They would then emerge with a certificate in their field from an accredited university and a head start on a bachelor�s degree in criminal justice should they decide to pursue additional education. A BCPD-CSU partnership would also strengthen the Department�s bond with the West Baltimore community, aid in recruiting ambitious officer candidates, and allow trainees to take advantage of training in cross disciplinary skills.
Questions remain about how a Baltimore City Police Academy at CSU could best be created and structured, but it is clear that a partnership between CSU and the BCPD to train officers could greatly benefit both institutions, as well as Baltimore City Police Officers and the public at large. This idea should be seriously studied and considered.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Council requests that the Baltimore City Police Department do a thorough evaluation of the cost and�resource benefits of conducting all or parts of Police Academy training and Police Officer enhanced training at Coppin State University�s Bishop L. Robinson Sr. Justice Institute to take advantage of Coppin State University�s expertise and state of the art facilities, and calls on representatives from the Police Department and Coppin State University to appear before the Council to discuss a mutually beneficial partnership for police training.
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Police Commissioner, the President of Coppin State University, and the Mayor�s Legislative Liaison to the City Council.
