FOR the purpose of providing a Supplementary Federal Fund Operating Appropriation in the amount of $6,833,333 to the Health Department - Service 720 (HIV Treatment Services for the Uninsured), to provide funding for a project entitled "Baltimore: Projects to Reduce HIV Infections and Improve Engagement in HIV Medical Care Among Men Who Have Sex With Men" ($4,500,000) and for a project entitled "Health Department Demonstration Projects for Comprehensive Prevention, Care, Behavioral Health, and Social Services for Men Who Have Sex With Men of Color at Risk for and Living with HIV Infection" ($2,333,333); and providing for a special effective date.

                     Recitals

 

   The revenue appropriated by this Ordinance represents a federal grant from the Centers for Disease Control and Prevention in excess of the revenue relied on by the Board of Estimates in determining the tax levy required to balance the budget for Fiscal Year 2016.

 

   That grant could not have been expected with reasonable certainty when the Ordinance of Estimates for Fiscal Year 2016 was formulated.

 

   On February 24, 2016, the Board of Estimates recommended this appropriation to the City Council.

 

 

   SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That $6,833.333 shall be made available to the Health Department � Service 720 (HIV Treatment Services for the Uninsured) as a Supplementary Federal Fund Operating Appropriation for Fiscal Year 2016, to provide funding for a project entitled �Baltimore: Projects to Reduce HIV Infections and Improve Engagement in HIV Medical Care Among Men Who Have Sex With Men� ($4,500,000) and for a project entitled �Health Department Demonstration Projects for Comprehensive Prevention, Care, Behavioral Health, and Social Services for Men Who Have Sex With Men of Color at Risk for and Living with HIV Infection� ($2,333,333).  The source of revenue for this appropriation is a federal grant from the Centers for Disease Control and Prevention in excess of the amount from this source that was relied on by the Board of Estimates in determining the tax levy required to balance the budget for Fiscal Year 2016.

 

   SECTION 2.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the date it is enacted.
