Informational Hearing - Stormwater Enterprise Fund Usage

FOR the purpose of calling on the Departments of Public Works and Finance to report on the collection, use, and planned use of Stormwater Enterprise Fund fees, and the volume and value of participation credits and mitigation variances accepted to date.

Recitals

  

   WHEREAS, the City of Baltimore collects the Stormwater Enterprise Fund fees from City residents, commercial property owners, and nonprofit property owners.

 

   WHEREAS, the Baltimore City Council represents the parties listed above.

 

   WHEREAS, the Baltimore City Council approved the collection, fee amount, and associated regulation of the Stormwater Management.

 

   WHEREAS, the Baltimore City Council must understand how the Department of Public Works (DPW) is expending these resources for maximum effectiveness and public accountability.

 

   WHEREAS, in order to fully understand the current state of the Stormwater Management program, the Council calls on the Director of DPW, the Director of Finance, and the Director of the Bureau of Budget and Management Research to report to and to testify before the City Council on:

 

                     Total spending on stormwater management prior to the institution of the enterprise fund;

 

                     Total Stormwater Enterprise Fund fees actually collected to date;

 

                     Total Stormwater Enterprise Fund fees currently billed, but not yet collected;

 

                     Financing and debt service strategy and costs;

 

 

 

                     Current availability of funds;

 

                     Anticipated allocation of funds (operating v. capital);

 

                     Current and planned operating budgets, including status and duties of new FTE or contracted staff support;

 

                     Current and planned capital budgets, including projects in design and slated for construction in FY16 through FY20;

 

                     Descriptions and justifications for individual projects, programs, and partnerships outlined in the appendices of the MS4 Annual Report;

 

                     Timetables pertaining to the planned operating and capital budgets;

 

                     Total number of hours of Stormwater Participation Credits redeemed;

 

                     Total dollar value of Stormwater Participation Credits redeemed;

 

                     Total number of Stormwater Mitigation Variances approved;

 

                     Total dollar value of Stormwater Mitigation Variances approved;

 

                     Total number of hardship exemptions approved;

 

                     A narrative description explaining how partiallypaid water bills are applied to each of the four utilities: Water Enterprise Fund, Sewer and Wastewater Enterprise Fund, Stormwater Enterprise Fund, and Chesapeake Bay Restoration Fund.

 

   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, that the Council calls on the Departments of Public Works and Finance to report on the collection, use, and planned use of Stormwater Enterprise Fund fees, and the volume and value of participation credits and mitigation variances accepted to date.

  

   AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of Public Works, the Director of Finance, the Director of the Bureau of Budget and Management Research, and the Mayor�s Legislative Liaison to the City Council.
