Recitals

Baltimore’s Police Department is by far the City’s most funded agency with a budget of $450 million. The recently agreed upon consent decree between it and the United States Department of Justice is estimated to carry an initial cost of at least $10 million along with estimated ongoing costs of $3 million annually. Baltimore’s budgets in recent years have seen significant cuts to all agencies with the Police Department seeing less cuts then many other agencies. With this being true, it would be fiscally irresponsible for the City to increase the Police Department’s budget in order to cover consent decree reforms before ensuring that those dollars can’t be currently found in the Police Department’s budget.
