Multi-Year Coordinated Comprehensive Multi-Agency Violence Reduction Strategy
For the purpose of requesting that the Director of the Mayor's Office on Criminal Justice, the Baltimore Police Commissioner, the Baltimore City Public Schools CEO, the State’s Attorney for Baltimore City, the Director of the Baltimore City Department of Recreation and Parks, the Director of the Mayor's Office of Employment Development, the Director of Public Works, the Director of Transportation, the Housing Commissioner for Baltimore City, the Executive Director of the Housing Authority for Baltimore City, the CEO of Enoch Pratt Library, the Director of the Mayor's Office of Sustainable Solutions, the Baltimore City Health Commissioner, the Director of Planning, the Director of the Mayor's Office of Human Services, the President of Baltimore Development Corporation, the Baltimore City Finance Director, and the Fire Chief of Baltimore City’s Fire Department present to the City Council a Multi-Year Coordinated Comprehensive Multi-Agency Violence Reduction Strategy, beginning with 2018.

Recitals
2017 saw Baltimore have its worse year, per capita, for homicides. Early last year the City Council requested both a comprehensive and coordinated agency crime reduction plan from the Mayoral Administration. The Administration responded in February with the Transformation Zones and later last summer with its Comprehensive Violence Reduction Update. It was resolved by the City Council, in 2017, that Baltimore’s government had looked at reducing violence simply through the eyes of policing for too long and that using a public health approach is the only way to see consistent reductions in violence. With all those inside City government now in agreement, a multi-year plan and focus with measurable goals is necessary to ensure that 2017 is not repeated.
Now, therefore, be it resolved by the City Council of Baltimore, That the
Director of the Mayor's Office on Criminal Justice, the Baltimore Police Commissioner, the Baltimore City Public Schools CEO, the State’s Attorney for Baltimore City, the Director of the Baltimore City Department of Recreation and Parks, the Director of the Mayor's Office of Employment Development, the Director of Public Works, the Director of Transportation, the Housing Commissioner for Baltimore City, the Executive Director of the Housing Authority for Baltimore City, the CEO of Enoch Pratt Library, the Director of the Mayor's Office of Sustainable Solutions, the Baltimore City Health Commissioner, the Director of Planning, the Director of the Mayor's Office of Human Services, the President of Baltimore Development Corporation, the Baltimore City Finance Director, and the Fire Chief of the Baltimore City Fire Department present to the City Council a Multi-Year Coordinated Comprehensive Multi-Agency Violence Reduction Strategy beginning with 2018.
And be it further resolved, That a copy of this Resolution be sent to the Mayor of Baltimore City, the Director of the Mayor's Office on Criminal Justice, the Baltimore Police Commissioner, the Baltimore City Public Schools CEO, the State’s Attorney for Baltimore City, the Director of Baltimore City Department of Recreation and Parks, the Director of the Mayor's Office of Employment Development, the Director of Public Works, the Director of Transportation, the Housing Commissioner for Baltimore City, the Executive Director of the Housing Authority for Baltimore City, the CEO of Enoch Pratt Library, the Director of the Mayor's Office of Sustainable Solutions, the Baltimore City Health Commissioner, the Director of Planning, the Director of the Mayor's Office of Human Services, the President of Baltimore Development Corporation, the Baltimore City Finance Director, the Fire Chief of the Baltimore City Fire Department, and the Mayor’s Legislative Liaison to the Baltimore City Council.
