Informational Hearing - Evening and Weekend High School Apprenticeship Programs
For the purpose of requesting that representatives from Baltimore City Public Schools and the Mayor’s Office of Employment Development appear before the City Council to discuss evening and weekend apprenticeship programs at Carver Vocational-Technical High and Mergenthaler Vocational Technical Senior High School.

Many people learn best by doing, rather than through theoretical study; and there are some skills and trades that can only be effectively taught with a hands on, trial and error, approach. Recognizing these facts, Baltimore City Public Schools has long incorporated workshop learning and apprenticeship style programs into its offerings.
Carver Vocational-Technical High and Mergenthaler Vocational Technical Senior High School in particular have a number of highly regarded and successful apprenticeship style programs that benefit their students.
These programs could benefit even more of Baltimore’s young people if they were offered to a larger population. Offering apprenticeship programs in evenings and on weekends would allow more people to learn valuable skills and enter into stable careers. This would advance the schools’s educational missions and provide a great benefit to the larger community.
Evening and weekend apprenticeship programs would require funding for staffing and facilities use, but it is likely that the benefits to the community would far outweigh any additional cost. The idea needs to be fully explored with an eye toward expanding access to life-changing apprenticeship programs as soon as possible.
Now, therefore, be it resolved by the City Council of Baltimore, That the Council requests that representatives from Baltimore City Public Schools and the Mayor’s Office of Employment Development appear before it to discuss evening and weekend apprenticeship programs at Carver Vocational-Technical High and Mergenthaler Vocational Technical Senior High School.
And be it further resolved, That a copy of this Resolution be sent to the Mayor, the CEO of Baltimore City Public Schools, the Director of the Mayor’s Office of Employment Development, and the Mayor’s Legislative Liaison to the City Council.
