For the purpose of supporting the NAACP Legal Defense and Educational Fund and the ACLU of Maryland re-opening of the lawsuit regarding inadequate state funding for Baltimore City schools.

Recitals
On March 7, the NAACP Legal Defense and Educational Fund and the ACLU of Maryland, along with some parents of Baltimore City schoolchildren, filed to re-open Bradford v. Maryland State Board of Education, a case that resulted in a consent decree regarding school funding. Under the consent decree, Baltimore City schools received over $2 billion in increased state funding for schools under a funding formula created in 2002. The NAACP and the ACLU argue that, since the 2008 recession, the State stopped adjusting the funding formula for inflation, which has led to Baltimore City schools being underfunded by millions of dollars. The lack of funding has led to failure to provide a quality education for schoolchildren, as well as failure to provide appropriate physical environments for learning. The Baltimore City Council supports the NAACP Legal Defense and Educational Fund and the ACLU of Maryland, in their re-opening of the suit against the Maryland State Board of Education, and hopes that the State will soo...
