For the purpose of selecting and approving Councilmember Eric T. Costello to represent the Baltimore City Council on the Downtown Management Authority’s Board of Directors pursuant to City Code Article 14, Section 1-7(e)(3).

Recitals

City Code Article 14, Subtitle 1 authorizes the creation of the Downtown Management District (the “District”) and the Downtown Management Authority (the “Authority”), subject to certain terms, conditions, and limitations.

The Code also establishes that a Board of Directors shall oversee and govern the Authority. Among other Board positions, the Code requires that “1 member shall be selected by and approved through Resolution of the City Council.” See Art. 14, _ 1-7(e)(3).

As such, the Council finds that there is no better councilmember to fill such a role than the councilmember who represents downtown Baltimore, Councilmember Eric T. Costello. Councilmember Costello has ably represented Baltimore’s 11th District since 2014 and since that time has dutifully served on the Board of the Downtown Management Authority. Indeed, Councilmember Costello knows downtown, its role as the economic engine of the City and the State, and its long- and short-term challenges better than most anyone in City government.
