Recitals

In 2016, Ordinance 16-509 was enacted, creating the South Baltimore Gateway Community Impact District and Management Authority (“the District and the Authority”). City Charter Article II, § 69(g) provides that the Mayor and City Council shall “review the effectiveness and determine the desirability of continuing the existence” of the South Baltimore Gateway Community Impact District every 4 years from the enactment of Ordinance 16-509. The City Council must now review the South Baltimore Gateway Community Impact District and Management Authority to determine the effectiveness and the desirability of continuing the District and Management Authority.
