Recognizing the Service of Avery Aisenstark
For the purpose of recognizing Avery Aisenstark for his 29 cumulative years of distinguished service to the City of Baltimore.

Recitals
Avery Aisenstark began working for the City of Baltimore in 1993. He has served as the Director of the Department of Legislative Reference since 1996, a role he has fulfilled for 26 years. During his time as Director, Avery has been a dedicated steward of the Baltimore City Charter, the Baltimore City Code and Baltimore’s historical materials preserved at the City Archives.
Throughout his tenure, Avery has been key to preserving the integrity of the City Code. He provides invaluable guidance and advice to the staff he supervises, imparting valuable lessons learned over his years of dedicated service. Given his devotion to the use of language, it is not surprising that Avery is a superb draftsman. His organization of the concepts and details of proposed and enacted legislation have made the Baltimore City Code a model that local governments throughout Maryland and elsewhere copy and emulate.
Avery loves to question and debate the fine points of proposed legislation, as anyone who has worked with him well knows. It is his commitment to excellence that has driven those debates, the hallmark of a great public servant, which Avery most certainly is. The public and his colleagues have been richly rewarded by his tenure with us.
It will be difficult to replace his fount of institutional knowledge, legal scholarship, and impressive display of Don Quixote memorabilia; however, the City Council, on behalf of the citizens of Baltimore, sincerely congratulates him on his well-deserved retirement, extends its best wishes for the future, and thanks him for his years of dedicated service.
Now, therefore, be it resolved by the City Council of Baltimore, That the Council recognizes Avery Aisenstark for his 29 cumulative years of distinguished service to the City of Baltimore.
And be it further resolved, That a copy of this Resolution be sent to Mr. Aisenstark, the Mayor, and the Mayor’s Legislative Liaison to the City Council.
