Informational Hearing - Anti-Littering Campaign in Baltimore City
For the purpose of inviting the Director of the Office of Sustainability, the Director of Public Works, and the Zero Waste Manager of the Department of Public Works to discuss the littering and dumping problem in Baltimore City and explore the creation of an anti-littering campaign or effort to encourage Baltimore’s residents and visitors to be more mindful of how they dispose of their waste.

Recitals
Whereas, littering is a massive environmental, public health, and quality-of-life challenge in Baltimore City and across America as a whole.
Whereas, in 2020, Keep America Beautiful reported that 90% of Americans agree that litter is a problem in their community. Despite the fact that roadside litter is down 54% in the past decade, there are still 50 billion pieces of litter on the ground in America, indicating that the litter problem still needs effective interventions.
Whereas, Baltimore spends over $32 million annually to collect upwards of 2,600 tons of litter and an effective intervention could potentially save the City millions.
Whereas, whether actively participating in littering or witnessing it, we as a society have become inured to improper trash disposal.
Whereas, the City Council and City residents are frustrated with the amount of trash and litter around Baltimore City on a daily basis.
Whereas, City residents deserve a clean place to live, work, play, and worship, and a cleaner city would attract more visitors and tourists, boosting Baltimore’s economy.
Whereas, the City Council would like to explore the creation of a new anti-littering campaign, developed by the Office of Sustainability and the Department of Public Works.
Now, therefore, be it resolved by the City Council of Baltimore, that the City Council invites the Director of Public Works, the Director of Sustainability, and the Zero Waste Manager of the Department of Public Works to discuss the littering and dumping problem in Baltimore City and explore the creation of an anti-littering campaign or effort to encourage Baltimore’s residents and visitors to be more mindful of how they dispose of their waste.
And be it further resolved, That a copy of this Resolution be sent to the Director of Public Works, the Zero Waste Manager of the Department of Public Works, the Director of Sustainability, and the Mayor’s Legislative Liaison to the City Council.
