14                     SECTION 1.  BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the City Charter is proposed to be amended to read as follows:

16                     Article I.  General Provisions

17                     § 20.  Community Reinvestment and Reparations Fund.

i                     (A)  DEFINITIONS.

(1) IN GENERAL.

IN THIS SECTION, THE FOLLOWING TERMS HAVE THE MEANINGS INDICATED.

EXPLANATION: CAPITALS indicate matter added to existing law.

12                     (B)  AUTHORIZATION.

13                     BY ORDINANCE, THE MAYOR AND CITY COUNCIL OF BALTIMORE MAY ESTABLISH A                     CONTINUING, NONLAPSING FUND FOR PURPOSES OF SUPPORTING THE WORK OF THE COMMUNITY REINVESTMENT AND REPARATIONS COMMISSION WHICH IS TO PROVIDE SUPPLEMENTAL FUNDING TO COMMUNITY-BASED INITIATIVES INTENDED TO BENEFIT LOW-INCOME  COMMUNITIES DISPROPORTIONATELY HARMED BY FEDERAL, STATE, AND LOCAL GOVERNMENT DRUG PROHIBITION AND ENFORCEMENT POLICIES.

 

18                     (C)  REVENUE SOURCES.

19                     THE FUND ESTABLISHED UNDER THIS SECTION SHALL COMPRISE:

29                     (1) DISPURSEMENTS FROM THE STATE COMPTROLLER FROM THE STATE COMMUNITY REINVESTMENT AND REPARI FUND; AND

31                     (2) FUTURE APPROPRIATIONS FROM THE FEDERAL, STATE, OR LOCAL GOVERNMENT.

 

1                     (D)  CONTINUING NATURE OF FUND.

2                     NOTWITHSTANDING ANY OTHER PROVISION OF THIS CHARTER, UNSPENT PORTIONS OF THE FUND ESTABLISHED UNDER THIS SECTION:

4                     (1) REMAIN IN THE FUND, TO BE USED EXCLUSIVELY FOR THEIR ORDAINED PURPOSES;

5                     (2) DO NOT REVERT TO THE GENERAL REVENUES OF THE CITY; AND

6                     (3) THEIR APPROPRIATIONS DO NOT LAPSE.

7                     SECTION 2.  AND BE IT FURTHER RESOLVED, That this proposed amendment to the City

8                     Charter be submitted to the legal and qualified voters of Baltimore City, for adoption or rejection, 9                     in accordance with Article XI-A, § 5 of the Maryland Constitution, in the form specified by the 10                     City Solicitor.
