Informational Hearing - Implementation of the Kirwan Blueprint

For the purpose of inviting representatives from the Baltimore City Public School System and the Board of School Commissioners to discuss how the elements of the Kirwin Blueprint Implementation Plan are being incorporated into the 7 strategic priorities of the Board of School Commissioners.

Recitals

 

The Baltimore City Council invites representatives from the Baltimore City Public School

System and the Board of School Commissioners to provide an update on implementation of the Kirwin Blueprint to Baltimore City Public Schools, including:

 

(1)                     a summary of how City Schools is aligning the pillars from the Kirwin legislative requirements with the 7 priorities set by the Board of School Commissioners;

 

(2)                     an update on the progress City Schools has made for each of the pillars in the Kirwin Blueprint Implementation Plan:

 

(i)                     early childhood education;

 

(ii)                     high-quality, diverse teachers and leaders;

 

     (iii)                     college and career readiness;

 

     (iv)                     more resources for students; and

 

(v)                     governance and accountability;

 

(3)                     a description of the tools City Schools will use to measure progress and success in relation to the early childhood education and college and career readiness pillars;

 

(4)                     an explanation of how waiving the requirement that states “30% of pre-k seats are offered by private providers” would effect the overall implementation of the early childhood education pillar; and

 

(5)                     an accounting of how City Schools has utilized its funding from the Kirwin educational formula.

 

Now, therefore, be it resolved by the City Council of Baltimore, That the City Council invites representatives from the Baltimore City Public School System and the Board of School Commissioners to discuss how the elements of the Kirwin Blueprint Implementation Plan are being incorporated into the 7 strategic priorities of the Board of School Commissioners.

 

And be it further resolved, That a copy of this Resolution be sent to the CEO of the Baltimore City Public School System, the Board of School Commissioners, and the Mayor’s Legislative Liaison to the City Council.
