For the purpose of providing a Supplementary General Fund Operating  
Appropriation in the amount of $8,700,000 to the Department of General  
Services - Service 734 (Capital Projects Division - Design and  
Construction), to provide funding for emergency repairs to the Baltimore  
Police Department headquarters’ parking garage; and providing for a  
special effective date.
