For the purpose of authorizing the release and surrender by the Mayor and City  
Council of Baltimore of all of its interests in and to a 20 foot wide right-of-way and a  
10 foot wide right-of-way through the property of Weldon Heights Homes, Inc., as  
shown on plats RW20-34176 and RW20-34429 on file in the Office of the  
Department of Transportation; and providing for a special effective date.
