For the purpose of providing a Supplementary General Fund Operating  
Appropriation in the amount of $1,900,000 to the Department of Law - Service 860  
(Administration-Law), to provide funding for balancing the Department of Law  
budget for Fiscal Year 2023 due legal fees and support services fees exceeding the  
adopted budget; and providing for a special effective date.
