For purpose of investigating the early learning landscape in Baltimore City  
in an effort to identify gaps in access, the conditions necessary for fiscal  
sustainability, and the accountability structures that ensure success for both  
Head Start and the mixed-delivery prekindergarten system for 3 and 4 year  
old students required by the Blueprint for Maryland’s Future.
