For the purpose of authorizing the Mayor and City Council of Baltimore to grant a  
Perpetual Easement to the Maryland State Highway Administration for the installation  
and maintenance of a traffic control device, sidewalk, and median in the vicinity of the  
intersection of MD 1 (Eastern Avenue) and the entrance to East Point Mall, Baltimore  
County, Maryland, as shown on Plat 59795 filed in the State Highway Administration  
State Roads Commission; and providing for a special effective date.
