Section 1.  Be it ordained by the Mayor and City Council of Baltimore, That the Laws of Baltimore City read as follows:

 

                     Baltimore City Code

 

                     Article 1.  Mayor, City Council, and Municipal Agencies

 

                     Subtitle 57.  Young Adult Advisory Commission

 

§ 57-1.  Definitions.

 

(a)                     In general.

 

In this subtitle, the following terms have the meanings indicated.

 

(b)                     Commission.

 

“Commission” means the Young Adult Advisory Commission.

 

 

 

(c)                     Young adult.

 

“Young adult” means an individual between 26 and 39 years of age, inclusive.

 

§ 57-2.  Purpose.

 

It is the purpose of the Commission to:

 

(1)                      advise the Mayor, City Council, and City agencies on policies, programs, and services affecting young adults;

 

(2)                      develop initiatives to keep young adults as City residents and attract more young adults to the City;

 

(3)                     connect young adults to business and volunteer opportunities in the City; and

 

(4)                     create a mentorship model to develop young adult leadership across public and private sectors.

 

§ 57-3.  Commission established.

 

(a)                     In general.

 

There is a Baltimore City Young Adult Advisory Commission.

 

(b)                     Composition.

 

(1)                     In general.

 

The Commission comprises 17 voting members and 15 non-voting members.

 

(2)                     Voting members.

 

Voting members shall be appointed by the Mayor, in accordance with City Charter Article IV, § 6, as follows:

 

(i) 1 member from each of the 14 Council Districts, with each Councilmember recommending 1 member from their District;

 

(ii)                     1 at-large member chosen by the mayor;

 

(iii) 1 at-large member recommended by the President of the City Council; and

 

                                                                                                          (iv) 1 at-large member recommended by the Comptroller.

 

(3)                     Non-voting members.

 

1 non-voting member shall be appointed by each of the following entities:

 

(i) the Baltimore City Public School System;

 

(ii) the Baltimore City Fire Department;

 

(iii) the Baltimore Police Department;

 

(iv) the Baltimore City Health Department;

 

(v)                     the Baltimore City Department of Social Services;

 

(vi) the Office of the State’s Attorney for Baltimore City;

 

(vii) the Baltimore City Department of Housing and Community Development;

 

(viii) the Enoch Pratt Free Library of Baltimore City;

 

(ix) the Baltimore City Department of Public Works;

 

(x) the Baltimore City Department of Transportation;

 

(xi) the Baltimore City Department of Planning; and

 

(xii) the Baltimore City Bureau of the Budget and Management Research.

 

(4) Other non-voting members.

 

The remaining 3 non-voting members are:

 

(i) the Mayor or the Mayor’s designee;

 

(ii) the President of the City Council or the President’s designee; and

 

(iii) the Comptroller or the Comptroller’s designee.

 

(c)                     Qualifications.

 

Each voting member must be:

 

(1)                     a young adult;

 

(2)                     a Baltimore City resident; and

 

(3)                     a registered voter.

 

§ 57-4.  Terms, organization, meetings, etc.

 

(a)                     Terms.

 

(1)                     All member’s terms expire at the end of the Mayor’s term.

 

(2)                     At the end of a term, each member continues to serve until a successor is appointed and qualifies.

 

(b)                     Compensation; expenses.

 

The members of the Commission:

 

(1)                     serve without compensation; but

 

(2)                     are entitled to reimbursement for reasonable expenses incurred in the performance of their duties, as provided in the Ordinance of Estimates.

 

(c)                     Committees.

 

(1) In general.

 

The Commission shall establish the following committees and appoint committee members from among the Commission’s voting members: 

 

(i)                     Public Safety and Health;

 

(ii)                     Budget, Finance, and Taxation;

 

(iii) Commerce, Transportation, and Economic Development;

 

(iv) Arts, Culture, and Recreation; and

 

(v)                     Education, Labor, and Workforce Development.                                          

 

(2) Terms.

 

Each committee shall have a term of 4 years. 

 

(3) Committee studies.

 

Within the first 3 months of each year, each committee shall develop specific priorities for study for that year.

 

(4) Annual committee reports.

 

Each committee shall share with all members of the Commission an annual report regarding the priorities that were studied in the previous year, and the recommendations made on those topics.

 

(d)                     Officers.

 

(1)                     The Mayor shall designate a voting member to serve as Commission Chair.

 

(2)                     The Commission Chair shall appoint the Chair for each committee.

 

(e) Meetings; quorum.

 

(1) The Commission shall meet at the call of the Chair as frequently as required to perform its duties, but at least 6 times and at most 24 times each year.

 

(2) A majority of the voting members of the Commission constitutes a quorum for the transaction of business.

 

(3) An affirmative vote by the majority of a quorum is needed for any official action.

 

(f) Rules of procedure.

 

The Commission may adopt rules of procedure to govern its meetings and operations.

 

§ 57-5.  Commission duties.

 

The Commission shall:

 

(1) identify priorities of young adults and within the committees study how City programs and services can meet these priorities;

 

(2) create forums for discussion with young adult City residents relating to committee and subcommittee topics;

 

(3) research the impact young adults have on the economy and promote the implementation of programs that support economic growth led by young adults;

 

(4) engage young adults in combating inequity Citywide;

 

(5) recommend programs, policies, procedures, and legislation that promote the well-being of young adults and their families;

 

(6)                     build coalitions to advocate for services and programs for young adults and their families;

 

(7) work with the public and private sector to evaluate and strengthen programming that will enhance young adult participation in community and economic development; and

 

(8) develop a communications and outreach network to share information about public and private services to young adults.

                      

Section 2.  And be it further ordained, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.

 

Section 3.  And be it further ordained, That this Ordinance takes effect on the 30th day after the date it is enacted.
