A COUNCIL RESOLUTION concerning
Title
In Celebration of National County Government Week - April 22-28, 2007 - "Protecting the Environment"
FOR the purpose of joining fellow members and affiliates of the National Association of Counties (NACo) and the Maryland Association of Counties (MACo) in the annual celebration of county government to raise public awareness and understanding about the roles and responsibilities of the nation's counties and endorsing this year's theme of "protecting the environment".

Recitals
An overview of our State provided by Maryland Association of Counties (MACo) states that of the 50 states, Maryland is among those with the fewest number of local governments. Local government is found in Maryland's 23 counties, 157 towns and cities, and special taxing districts, which were created by State, county, and municipal governments. For much of Maryland, local government typically is county government. Baltimore City, although a municipality, has been considered on a par with county jurisdictions since the adoption of the Maryland Constitution of 1851.
Baltimore City pays its respects to the other 23 main local jurisdictions in Maryland and other county and local government jurisdictions across the country by adopting the following proclamation of the National Association of Counties (NACo):

Protecting the Environment
WHEREAS, The nation's 3,066 counties provide a variety of essential public services to communities serving 300 million Americans; and
WHEREAS, Counties take seriously their responsibility to protect and enhance the health, welfare, and safety of its citizens in sensible and cost-effective ways; and
WHEREAS, Many county government initiatives involve the protection of valuable and vulnerable environmental resources in communities; and
WHEREAS, The National Association of Counties is the only national organization that represents county governments in the United States, provides essential services to the nation's counties, advances issues with a unified voice before the federal government, improves the public's understanding of county government, assists counties in finding and sharing innovative solutions through education and research, and provides value-added services to save counties and taxpayers money; and
WHEREAS, The National Association of Counties first celebrated National County Government Week in 1991, to raise public awareness and understanding about the roles and responsibilities of the nation's counties to meet the needs of the community; and
WHEREAS, In recognition of the leadership, innovation, and valuable service provided by the nation's counties;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That April 22 - 28, 2007, is hereby proclaimed National County Government Week, and Baltimore City joins fellow members and affiliates of the National Association of Counties (NACo) and the Maryland Association of Counties (MACo) in the annual celebration of county government to raise public awareness and understanding about the roles and responsibilities of the nation's counties and endorses this year's theme of "protecting the environment".
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the President of NACo, the President of MACo, the Executive Director of the Office of State Relations, and the Mayor's Legislative Liaison to the City Council.
