FOR the purpose of requiring that the processes for requesting or soliciting quotes, bids, or proposals, or for contracts made or proposed by the Baltimore Development Corporation comport with the procurement requirements imposed on City agencies.

SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

SUBTITLE 39. PROCUREMENT THROUGH BALTIMORE DEVELOPMENT CORPORATION
§ 39-1. SCOPE.
THIS SUBTITLE APPLIES TO EVERY REQUEST OR SOLICITATION FOR QUOTES, BIDS, OR PROPOSALS AND TO EVERY CONTRACT FOR THE PURCHASE OF GOODS OR SERVICES OR FOR THE PURCHASE, SALE, DEVELOPMENT, OR REDEVELOPMENT OF PROPERTY THAT IS MADE OR PROPOSED BY THE BALTIMORE DEVELOPMENT CORPORATION OR RECOMMENDED TO THE CITY OR TO OTHERS BY THE BALTIMORE DEVELOPMENT CORPORATION.
§ 39-2. PROCUREMENT PROCEDURES.
ALL SOLICITATIONS, REQUESTS, AND CONTRACTS SOUGHT OR PROPOSED BY THE BALTIMORE DEVELOPMENT CORPORATION MUST COMPLY WITH THE REQUIREMENTS OF THE FOLLOWING, THE SAME AS IF THE BALTIMORE DEVELOPMENT CORPORATION WERE AN AGENCY OR UNIT OF CITY GOVERNMENT:
(1) CITY CHARTER ARTICLE VII, § 11 {"PROCUREMENT"};
(2) SUBTITLES 24 THROUGH 41 OF THIS ARTICLE;
(3) ANY OTHER FEDERAL, STATE, OR LOCAL LAW GOVERNING PROCUREMENT BY THE CITY AND ITS AGENCIES; AND
(4) THE RULES AND REGULATIONS OF THE BOARD OF ESTIMATES GOVERNING PROCUREMENT BY THE CITY AND ITS AGENCIES.
SECTION 2. AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
SECTION 3. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
