  SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:
 
      Baltimore City Code
 
      Article 7.  Natural Resources
 
      Subtitle 51.  Department Jurisdiction
 
ยง 51-4.  PARK USE FOR AMATEUR SPORTS PRACTICE.
 
  (A)  DEPARTMENT TO ESTABLISH PROGRAM.
 
THE DEPARTMENT OF RECREATION AND PARKS SHALL ESTABLISH AND MAINTAIN A CITYWIDE PROGRAM BY WHICH NON-PROFIT AMATEUR SPORTS TEAMS MAY USE CITY PARKS FOR PRACTICE DURING DAYTIME AND EVENING HOURS.
 
  (B)  RULES AND REGULATIONS.
 
(1)      THE DEPARTMENT SHALL ADOPT RULES AND REGULATIONS TO GOVERN THIS PROGRAM.
 
 
 
(2)      THESE RULES AND REGULATIONS SHALL INCLUDE:
 
(I)      CRITERIA FOR ELIGIBILITY OF SPORTS TEAMS TO PARTICIPATE IN THE PROGRAM;
 
(II)      MEASURES NECESSARY OR APPROPRIATE TO PROTECT THE HEALTH, SAFETY, AND WELFARE OF PROGRAM PARTICIPANTS, OTHER PARK USERS, AND THE GENERAL PUBLIC;
 
(III) MEASURES NECESSARY OR APPROPRIATE TO PROTECT PARK PROPERTY FROM DAMAGE OR TO PREVENT THE ACCUMULATION OF LITTER, TRASH, GARBAGE, OR OTHER WASTE; AND
 
(IV) ANY OTHER MEASURES THAT THE DEPARTMENT REQUIRES TO CARRY OUT THIS PROGRAM.
 
(3)      A COPY OF THESE RULES AND REGULATIONS MUST BE FILED WITH THE DEPARTMENT OF LEGISLATIVE REFERENCE BEFORE THEY BECOME EFFECTIVE.
 
  SECTION 2.  AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
 
  SECTION 3.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
