A COUNCIL RESOLUTION concerning

Title

Determining the Factors Involved in Assignment of "Uniformed Strength" Numbers to Baltimore City's Nine Police Districts and the Status of Achieving Those Goals in Each District

 

FOR the purpose of requesting the Baltimore Police Department to define the meaning of "uniformed strength" as a staffing model, to explain the factors involved in assigning "uniformed strength" numbers to Baltimore City's nine police districts, and to outline the history of "uniformed strength" goals and actual staffing for each of these nine districts.

Body

WHEREAS, "Uniformed strength" is the number assigned to each police district as the staffing goal for that district's uniformed police positions.

 

WHEREAS, In some districts, like Northern, these uniformed strength goals have been greatly reduced over the past few years, by as much as 25%, despite unchanged boundaries and a relatively small loss of population.

 

WHEREAS, In some instances, even these reduced staffing goals have not been achieved in the current fiscal year.

 

WHEREAS, Patrol is the basic safety net on which the citizens of our City rely.

 

WHEREAS, The Table of Organization for each district should indicate the "uniformed strength" goals for that district, the status of achieving those goals in each district, and therefore the availability of officers for patrol assignments throughout City neighborhoods.

 

WHEREAS, The Board of Estimates is currently reviewing agency budgets for the fiscal year beginning on July 1, 2006.

 

WHEREAS, It is important now, before the Police budget is finalized, to evaluate the factors involved in assigning "uniformed strength" to each district and to assess any overall shortage of patrol personnel that may contribute to staffing shortfalls in any or all nine police districts.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Baltimore City Council requests the Police Commissioner, the Chief of Operations, and the Chief of Patrol to review with the City Council the definition of "uniformed strength" as a staffing model, the factors involved in assigning "uniformed strength" numbers to Baltimore's police districts, the Table of Organization for each of the nine police districts indicating patrol staffing goals, an account of any shortfalls in meeting these goals, and a history of changes in "uniformed strength" goals per district in the past two years.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Commissioner, Chief of Operations, and Chief of Patrol of the Baltimore Police Department and to Mayor Martin O'Malley, Deputy Mayor Jeanne Hitchcock, and Council Liaison Angela Gibson.
