Recitals
Pierce J. Flanigan, III, was born and raised in Baltimore. According to an article in the Baltimore Sun, as a young man he joined his family's business, P. Flanigan & Sons, which had been founded by his great-grandfather, in 1885. According to his son, Pierce J. Flanigan, IV, he took a small, traditional family contracting business and made it a nationally recognized leader in the industry. During his years with the business, he worked to build taxiways, tarmac and approach roads at what is now Baltimore-Washington International Thurgood Marshall Airport and was involved in the Seagirt Marine Terminal, the widening and maintenance of the Baltimore Beltway and the Jones Falls Expressway, as well as other projects.
In addition to working on these economic development projects that benefitted Baltimore City and the surrounding metropolitan region, he also contributed his time and energy to civic betterment projects. Pierce Flanigan served on the boards of Catholic Charities, Bryn Mawr School, Union Memorial Hospital, and the Waterfront Partnership of Baltimore, Inc. He also served on advisory committees
for Governors Martin O'Malley and William Donald Schaefer. At his memorial service, Governor O'Malley remarked, "It is about the golden qualities which this passionate, loving, caring and loyal friend blessed us every day and in so many countless endeavors - humanity, integrity, freedom, depth of soul. There was
nothing passive about Pierce. It seemed that everything about him and the way he chose to live was active - working, skiing, enjoying, biking, listening, competing, loving, sailing, traveling. He was an extremely talented, giving, and yet very humble man who truly believed that one of the most precious possessions we share together is the title of American citizen."
Today the Inner Harbor has many attractions for families, but it doesn't have many quiet outdoor spaces where area residents can relax, without running into crowds of tourists. Two local nonprofit groups have been working to create a waterfront park for families living in the Inner Harbor and Harbor East communities. After Pierce Flanigan's death, several Waterfront Partnership board members have suggested that it would be a fitting tribute to name the park after this man who contributed so much to the City of Baltimore.
SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the parcel of land known as Ward 4, Section 11, Block 890, Lots 15B and 15C is named Pierce's Park.
SECTION 2. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
