AN ORDINANCE concerning

Title

Retirement Systems - Travel Expenses

 

FOR the purpose of imposing certain conditions on the payment or reimbursement for expenses incurred by members or staff of the Board of Trustees of the Employees' Retirement System and Board of Trustees of the Fire and Police Employees' Retirement System  for travel to, attendance at, or participation in conferences, conventions, seminars, or other meetings or events; and generally relating to the administration of the City's Retirement Systems.

SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

 

                     Baltimore City Code

 

                     Article 22.  Retirement Systems

 

                     Subtitle - Employees' Retirement System

 

§ 5.  Administration; Board of Trustees.

 

(d)  Compensation.

 

(1)                     The trustees shall serve without compensation[,].

 

(2)                     [but they shall be reimbursed] EXCEPT AS OTHERWISE PROVIDED IN THIS SUBSECTION, THE TRUSTEES ARE ENTITLED TO REIMBURSEMENT for all necessary expenses that they [may] incur through service on the Board.

 

 

(3)                     NO FUNDS APPROPRIATED TO, EARNED OR RECEIVED BY, OR OTHERWISE UNDER THE CUSTODY OR CONTROL OF THE BOARD OF TRUSTEES, MAY BE USED, DIRECTLY OR INDIRECTLY, TO PAY FOR OR TO REIMBURSE EXPENSES INCURRED BY ANY MEMBER OF THE BOARD OF TRUSTEES OR ITS STAFF FOR TRAVEL TO, ATTENDANCE AT, OR PARTICIPATION IN ANY CONFERENCE, CONVENTION, SEMINAR, OR OTHER MEETING OR EVENT UNLESS THE PAYMENT OR REIMBURSEMENT AND THE MEETING OR EVENT COMPLIES WITH TRAVEL-AND-EDUCATION EXPENSE RULES THAT HAVE BEEN ADOPTED BY THE BOARD OF TRUSTEES AND APPROVED, IN ITS SOLE DISCRETION, BY THE BALTIMORE CITY BOARD OF ETHICS.

§ 33.  Administration.

SECTION 2.  AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.

 

SECTION 3.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
