FOR the purpose of prohibiting the suspension of general street-parking privileges in favor of special permitees or other private persons; establishing certain exceptions; and generally relating to providing equal parking for all.

SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

 

                     Baltimore City Code

 

                     Article 31.  Transit and Traffic

 

                     Subtitle 2.  General Administration

 

§ 2-10.  EQUAL PARKING FOR ALL.

 

(A)  IN GENERAL.

 

FOR ANY LOCATION WHERE STREET PARKING, WHETHER METERED OR UNMETERED, HAS BEEN MADE AVAILABLE TO THE GENERAL PUBLIC, NO DEPARTMENT, AGENCY, OR UNIT OF THE CITY (INCLUDING THE DEPARTMENT OF TRANSPORTATION, THE PARKING AUTHORITY, OR THE DEPARTMENT OF PUBLIC WORKS) MAY ISSUE A MINOR PRIVILEGE  PERMIT, SPECIAL PARKING PASS, OR OTHER PERMISSION THAT SUSPENDS OR SUPERSEDES THE RIGHT OF THE GENERAL PUBLIC TO PARK IN THAT LOCATION WHILE ALLOWING SPECIFIC PERSONS OR THEIR DESIGNEES TO PARK THERE.

 

 

 

(B)  EXCEPTIONS.

 

THIS SECTION DOES NOT APPLY TO A PERMIT, PASS, OR OTHER PERMISSION:

 

(1)                     ISSUED TO ACCOMMODATE A FUNERAL OR A WEDDING; OR

 

(2)                     OBTAINED UNDER THE AUSPICES OF THE CITY'S DIVISION OF FILM, VIDEO, AND TELEVISION.

 

SECTION 2.  AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.

 

SECTION 3.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
