FOR the purpose of inviting representatives of the Parking Authority of Baltimore City, the Baltimore Office of Promotion and the Arts, the Mayor's Office of Neighborhoods, the Department of Recreation and Parks, the Department of Transportation, the Department of Public Works, and the Department of General Services to a City Council hearing to brief the Council on the procedures in place for notifying communities about road closings, meter bagging, and other preparations for major events, and to discuss possible methods for improving these procedures.

      Recitals
 
  Baltimore offers citizens a wide array of major events, celebrations, and festivals that we wish to encourage.  Part of the preparation for an event includes closing designated roads and bagging specific parking meters.
 
   Currently, calling the Mayor's office or a City representative is the only way for a resident in the area surrounding a major event to find out why roads are being closed.  The issue is compounded when it appears to residents that the roads are closed and meters are bagged too far in advance of the event or restrictions remain in place long after the event concludes.
 
   We are mindful of the work necessary to prepare for a major event and commend the City workers for the fine job they do.  At the same time, it is important to open avenues of communication with area residents, offering them easy access to the information they need.  The requested hearing is meant to explore methods through which residents can access information about major event preparations, particularly road closings and meter bagging.
 
  The purpose of this hearing is to insure that residents have easy access to the information they need concerning preparations for upcoming major events in their communities.
 
 
   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Director or his/her designee from the Parking Authority, Baltimore Office of Promotion and the Arts, the Mayor's Office of Neighborhoods, and the Departments of Recreation and Parks, Transportation, Public Works, and General Services are invited to brief the Council on possible methods of improving pre-event communications with citizens in the area of a planned major event.
 
   AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of the Mayor's Office of Neighborhoods, the Executive Director of the Parking Authority of Baltimore City, the Executive Director of the Baltimore Office of Promotion and Arts, the Director of Recreation and Parks, the Director of Transportation, the Director of Public Works, the Director of General Services, and the Mayor's Legislative Liaison to the City Council.
