FOR the purpose of abrogating the automatic termination of Ordinance 00-071 {"Baltimore City Parking Authority"}; renewing and continuing the Authority; specifying a dollar amount for contracts of the Authority that are subject to the approval of Board of Estimates; and generally relating to the operations of the Baltimore City Parking Authority.

SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

[SECTION 5. AND BE IT FURTHER ORDAINED, That the Mayor and City Council periodically shall review the operations and effectiveness of the Authority and the desirability of continuing the Authority's existence. To that end, this Ordinance is effective only through June 30, 2006. At the end of that period, unless this Ordinance has been expressly reauthorized and extended by the Mayor and City Council, this Ordinance automatically, with no further action by the Mayor and City Council, will be abrogated and of no further effect.]

Subtitle 13. Baltimore City Parking Authority
§ 13-1. Definitions.
(f) Contract.
"Contract" means any written note, bond, mortgage, indenture, lease, sublease, license, contract, agreement, instrument, financial arrangement, obligation, or other legally binding commitment.
§ 13-4. General powers.
(h) Contracts.
(1) The authority may enter into contracts necessary or convenient to the exercise of its powers.
(2) The Authority's contracts[:
(i) are subject to the approval of the Board of Estimates; but
(ii)] are not [otherwise] subject to Article VI, § 11 of the City Charter.
(3) HOWEVER, ANY CONTRACT INVOLVING AN EXPENDITURE OF $10,000 OR MORE IS SUBJECT TO THE APPROVAL OF THE BOARD OF ESTIMATES.
SECTION 2. AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
SECTION 3. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
