  SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

      Article 19.  Police Ordinances
 
      Subtitle 75.  Police Districts
 
§ 75-1.  IN GENERAL.
 
THE POLICE COMMISSIONER MAY DIVIDE THE CITY INTO AS MANY POLICE DISTRICTS AS THE COMMISSIONER DETERMINES TO BE NECESSARY OR APPROPRIATE FOR THE EFFECTIVE AND EFFICIENT PERFORMANCE OF THE POLICE DEPARTMENT'S FUNCTIONS AND DUTIES.
 
§ 75-2.  PERIODIC REDISTRICTING.
 
  (A)  IN GENERAL.
 
 
WITHIN 9 MONTHS AFTER THE UNITED STATES CENSUS BUREAU PUBLISHES ITS DECENNIAL CENSUS DATA FOR BALTIMORE CITY, THE COMMISSIONER SHALL PREPARE AND, AFTER PUBLICATION AND OPPORTUNITY FOR PUBLIC COMMENT, ADOPT AND IMPLEMENT A PLAN FOR POLICE REDISTRICTING.
 
  (B)  EXCEPTION.
 
SUBSECTION (A) OF THIS SECTION DOES NOT APPLY IF, IN THE 2 YEARS IMMEDIATELY PRECEDING THE PUBLICATION OF THE DECENNIAL CENSUS DATA FOR BALTIMORE CITY, THE COMMISSIONER ALREADY HAS ADOPTED AND IMPLEMENTED A PLAN FOR POLICE REDISTRICTING.
 
  SECTION 2.  AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
 
  SECTION 3.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
