A COUNCIL RESOLUTION concerning
Title
In Support of State and City Capital Investment in the Green House Residences at Stadium Place
 
FOR the purpose of expressing support of State and City capital investment in the Green House Residences at Stadium Place, Maryland's first Green House long-term care facility, a model of sustained independence and respectful care for frail, elderly adults, proposed for Stadium Place in Baltimore City and in service to the entire Region: It's Not a Nursing Home.  It's the Newest "Miracle on 33rd Street".

  WHEREAS, With 85-plus as our nation's fastest growing age-group, traditional long-term care models require a dramatic "make-over" to ensure our burgeoning population of frail, elderly patients, especially those of low-to-moderate income, the financial access, personal respect, and family environment that promote well being and independence; and
 
  WHEREAS, Like their daughters, sons, and grandchildren, our frail elderly prize their independence and resist the loss of dignity, independence, and even hope that they associate with "commitment" to the hospital-like settings of today's typical nursing home environments; and
 
  WHEREAS, In Baltimore, Maryland, the Govans Ecumenical Development Corporation (GEDCO), a leading non-profit organization, has developed almost 400 low-to-moderate income apartments for the elderly on the site of the former Memorial Stadium; and
 
  WHEREAS, In its continuing and pioneering mission to the elderly, GEDCO now proposes to establish the Green House Residences at Stadium Place, a resident-centered model of long-term care developed by Dr. Bill Thomas, supported by the Robert Wood Johnson Foundation, and reflective of Baltimore's "Aging-Friendly City" philosophy; and
 
  WHEREAS, GEDCO must raise $14M by 2010, to bring the Green House to fruition as a model for all of Baltimore and Maryland, and significant State capital funding is required to meet this goal, along with sufficient local funding to signify the City's priority commitment and support; and
 
 
  WHEREAS,  Construction and operation of the Green House Residences at Stadium Place will contribute decent jobs in a time of recession, a model for all of Maryland to analyze and adapt, and hopeful lives for 49 frail, elderly patients from throughout Baltimore City, with at least 60% receiving Medicaid support.
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Baltimore City Council supports GEDCO in its efforts to secure adequate capital funding in FY 2010 and 2011 to establish the Green House Residences at Stadium Place.
 
  AND BE IT FURTHER RESOLVED, That the City Council calls upon the Mayor of Baltimore City and the Governor of Maryland to include sufficient funding in their FY2010 capital budgets for this development.
 
  AND BE IT FURTHER RESOLVED, That the City Council calls upon the Baltimore City Delegation to Annapolis to accord high priority to this promising endeavor.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Governor, the Mayor, Honorable Barbara A. Mikulski, the Honorable Benjamin L. Cardin, the Honorable Elijah Cummings, the Honorable John P. Sarbanes, the Chair and Members of the Baltimore City Senate Delegation and the Chair and Members of the Baltimore City House Delegation to the 2009 Session of the Maryland General Assembly, the Executive Director of the Mayor's Office of State Relations, the Director of Finance, the Director of the Department of Planning, and the Mayor's Legislative Liaison to the City Council.
