Study and Report - North Franklintown Road
For the purpose of requiring that the Department of Public Works submit a report to the Mayor and City Council evaluating the effectiveness of closing the portion of North Franklintown Road extending through Leakin Park to deter illegal dumping; specifying the contents of the report; and providing for a special effective date.

Section 1. Be it ordained by the Mayor and City Council of Baltimore, That:
(a) No later than 120 days from the enactment of this Ordinance, the Baltimore City Department of Public Works, in consultation with the Department of Transportation, Department of Recreation and Parks, Baltimore Police Department, and Fire Department, shall submit a report to the Mayor and City Council evaluating the effectiveness of closing the portion of North Franklintown Road (“the road”) extending through Leakin Park to deter illegal dumping, as specified in subsection (b) of this section.
(b) The report required by this section shall include:
(1) an analysis of the effectiveness of blocking the road as a solution to illegal dumping;
(2) other measures the City could take to abate the illegal dumping of refuse in Leakin park;
(3) a proposed method to restrict vehicle access to the closed portion of road while maintaining the aesthetic value of the park;
(4) an assessment of how closing the portion of the road may affect traffic patterns;
(5) an assessment of how closing the portion of the road may affect emergency services in the area;
(6) an assessment of how closing the portion of the road may restrict recreational access to the park; and
(7) any other input or concerns City agencies may have regarding the potential closure of the portion of North Franklintown road.
Section 2. And be it further ordained, That this Ordinance takes effect on the date it is enacted.
