FOR the purpose of calling on the Mayor and the Director of the Mayor's Office of Employment Development to continue to build on the success of the YouthWorks program by automating the use of Baltimore City Public Schools data bases for program registration to ensure that all eligible youth are able to participate.

      Recitals
 
  The annual YouthWorks program should be celebrated for consistently providing thousands of young people with meaningful summer work experiences.  Still, even as we celebrate these successes, it is important to examine ways that the program could be improved.
   At a hearing called by the City Council to review the state of the YouthWorks program during the last legislative session, administrators were able to provide a great deal of helpful information, and a number of ideas for improvements were raised.  One of these ideas in particular merits further consideration with an eye towards implementation in the near future.
 
  This idea concerns the registration process that begins a young person's experience with YouthWorks.  Unfortunately, for some, this process also ends their YouthWorks experience, as they are unable to procure all the necessary documentation to complete their registration in a timely fashion.  One suggestion to overcome this hurdle is to link information already in databases belonging to the Baltimore City Public Schools (BCPS) directly into the YouthWorks registration process to automate and streamline registration.  
 
   Since most YouthWorks participants are also BCPS students, this linkage would facilitate registration for many and allow some of the most at-risk students to participate more easily.
                 
   Implementation of this idea would ensure that all eligible youth could participate in the program rather than be turned away due to paperwork errors or difficulties in obtaining particular documentation.
 
 
   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Council calls on the Mayor and the Director of the Mayor's Office of Employment Development to continue to build on the success of the YouthWorks program by automating the use of Baltimore City Public Schools data bases for program registration to ensure that all eligible youth are able to participate.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of the Mayor's Office of Employment Development, and the Mayor's Legislative Liaison to the City Council.
