A COUNCIL RESOLUTION concerning

Title

Allocation of Budget Surplus - Services for Baltimore City's Children

 

FOR the purpose of providing for the allocation of the $3.4 million of 2006 General Fund Surplus Revenue, beyond that already introduced in the City Council as Supplemental Appropriations, to programs to provide services to the children of Baltimore City.

Body

WHEREAS, Mayor O'Malley and the City Council of Baltimore support proactive and positive intervention in the lives of children; and

 

WHEREAS, The Baltimore City Council has cooperated with the Opportunity Agenda, a consortium of parents and community based organizations whose goal is to increase funding for children's services; and

 

WHEREAS, The Cut the Check Campaign has enumerated some of the concerns of Baltimore's advocates for children; and

 

WHEREAS, The Baltimore City Council has worked with the Administration to adopt a progressive package of supplemental appropriations that will impact the lives of children and families; and

 

WHEREAS, The Baltimore City Council wishes to further demonstrate its commitment to Baltimore's Children; and

 

WHEREAS, The City Council has reached an agreement with the Administration that will include further funding for children's services;

 

WHEREAS, The City Council review will be contingent upon the approval, introduction, and appropriation of the $3.4 million in surplus funds by the Mayor;

 

WHEREAS, Final approval by The Baltimore City Council of the Supplemental Appropriations will be contingent upon receiving the following:

 

* A credible proposal for an Opportunities for Older Youth Project and a commitment from the Baltimore City Board of School Commissioners for $500,000; and

 

* Upon evaluation by the Health Commissioner outlining basic standards, expectations, outcomes, and final costs for school-based mental health services.

 

 

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Mayor and City Council agree that the $3.4 million of General Fund FY 2006 Surplus revenue that is generated, beyond what is already dedicated in the form of Supplemental Appropriations, will be allocated to the following programs:

 

                     Success By Six                     $    900,000

                     School Based Mental Health                     $ 1,000,000

                     Opportunities for Older Youth (Job Training/Apprenticeship Program)                                               $    500,000

                     School Home Visiting Expansion                     $ 1,000,000

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of Finance, the Representatives of Opportunity Agenda, and the Mayor's Legislative Liaison to the City Council.
