A RESOLUTION ENTITLED
A COUNCIL RESOLUTION concerning
Title
Program Request - RPP "Lite" Program
FOR the purpose of requesting the Baltimore City Parking Authority to create and promote an RPP "Lite" program, where the restrictions would be for no more than one day of the week, and for no more than eight hours, and requesting that representatives from the Parking Authority inform the Baltimore City Council at a public hearing as to any issues involved in creating and promoting such a program.
Body
WHEREAS, The Baltimore Residential Permit Parking (RPP) Program was begun in 1979 in an effort to address the specific needs of residents in City Neighborhoods where the demand for on-street parking was considered to be greatest; and
WHEREAS, Participating neighborhoods elect to do so through application by petition to the City of Baltimore through the Baltimore City Parking Authority; and
WHEREAS, Since its inception, the RPP Program has grown to include 36 designated RPP Areas in which parking is restricted to some degree to provide preferential parking privileges only to those residents and their guests who display valid Residential Parking Permits and Visitors' Passes on their vehicles; and
WHEREAS, Most of these areas are addressing parking problems for at least 12 hours a day, several days a week; and
WHEREAS, There are many neighborhoods that suffer from parking problems on one day of the week for a few hours, due to regularly scheduled events in the neighborhood; and
WHEREAS, Oftentimes, the facilities hosting the events provide off-street parking several blocks away that is underused because guests choose to park closer on City streets; and
WHEREAS, At least some of the affected neighborhoods have not applied for RPP because they believed that they would have to restrict parking on their streets for the entire week.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Baltimore City Council hereby requests the Baltimore City Parking Authority to create and promote an RPP "Lite" program, where the restrictions would be for no more than one day of the week, and for no more than eight hours, and requests that representatives from the Parking Authority inform the Baltimore City Council at a public hearing as to any issues involved in creating and promoting such a program.
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, Members of the Baltimore City Parking Authority Board of Directors, the Executive Director of the Baltimore City Parking Authority, and the Mayor's Legislative Liaison to the Council.
