FOR the purpose of requiring all polices officers employed by the Baltimore City Police Department to be personally equipped with digital audio-and-video recording devices; and allowing a phased implementation of this requirement during the 1st year following the effective date of this Ordinance.

SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

Article 19. Police Ordinances
SUBTITLE 76. POLICE EQUIPMENT
ยง 76-1. AUDIO-VIDEO RECORDING DEVICES REQUIRED.
EVERY POLICE OFFICER EMPLOYED BY THE BALTIMORE CITY POLICE DEPARTMENT MUST BE PERSONALLY EQUIPPED WITH A DIGITAL AUDIO-AND-VIDEO PORTABLE RECORDING DEVICE.
SECTION 2. AND BE IT FURTHER ORDAINED, That, notwithstanding any other provision of this Ordinance:
(a) for the 1st year following the effective date of this Ordinance, the devices required by this Ordinance need be provided only to patrol officers newly hired during that year by the Baltimore City Police Department; but
